In 1964, Johnson declared to solve the poverty issue in the country. He delivered a speech in the University of Michigan. He called for the Civil Rights Act of 1964.
In the same year, riots began in Harlem, and then Rochester, New Jersey, New York, Chicago and Philadelphia followed.
North Vietnam attacked a United States destroyer in the Gulf Of Tonkin. After this, Johnson was given clear rights to take any decision on the army troops without consulting the Senate. This created confusion, and now a re-election was being demanded with Barry Goldwater as a probable candidate. Johnson defeated Barry Goldwater and retained his term.
In 1965, he authorized $1.1 billion to clean up poverty in eleven states. He announced that United States was going to start discussions to end the war. He also signed the Medicare Act into law. He established the Department of Housing and Urban Development.
Johnson further asked Congress to give 112.9 billion dollars to wage a war against Vietnam. He said this would help to build a great society. He opened a meeting in South Vietnam for reforms in Vietnam.
In 1967, the Arab and Israeli war began. The Agreement for Tariffs and Trade was signed. Martin Luther King was assassinated. Robert Kennedy was assassinated, and the United States signed the Nuclear Nonproliferation Treaty. The same year President Johnson also withdrew from Vietnam, and stopped bombings in North Vietnam with immediate effect.
