In the past, taking care of nuclear weapon and substances had been a task of the military. This is the reason why they created and used nuclear bombs in the World War II under the top secret Manhattan Project. With the approval of Atomic Energy Act, instead of the military taking care of any nuclear studies and activities, the task was passed on to regular scientists or civilians. In this way, the government managed to prevent preventing the further use of atomic bombs in military acts.
Since it had prevented the military from facilitating the creation of nuclear bombs, the act also made a way to promote peace in between countries. At the same time, the creation of this agency had also claimed that nuclear energy should not only be used for creating weaponry and defense, but also be used for technological development in the country.
Without the creation of this agency, countries may still have been continuing to be at war with each other using atomic bombs, which would have led to the killing more innocent people as well as destruction of towns and cities.
